His Excellency Mr. Fernando Xavier Bucheli Vargas was born on August 10, 1964, in Ambato, Ecuador. He is the father of two children. Ambassador Bucheli graduated in Economics from the Pontifical Catholic University of Ecuador in 1988. In 1992, he completed the Third Professional Training Course for Ecuadorian Diplomats, and later pursued a Master’s degree in International Relations at the Andean University Simón Bolívar. He has also obtained a Diploma in Foreign Policy from the Latin American Faculty of Social Sciences in Quito. He is fluent in Spanish, has an advanced command of English, an intermediate knowledge of French, and basic proficiency in Japanese. Ambassador Bucheli joined the Ministry of Foreign Affairs and Human Mobility in 1988, after a competitive selection process, beginning a distinguished diplomatic career that has spanned over three decades. He has risen through the ranks—from Third Secretary to the rank of Ambassador, conferred in 2017.
Throughout his service, he has held key positions within the Ministry of Foreign Affairs, including Director of Economic Integration and Bilateral Trade Relations, Secretary for International Cooperation and Economic Affairs, and Vice Minister of Foreign Affairs in 2024. He also served as Coordinator for International Affairs at the National Assembly of Ecuador between 2021 and 2023. His foreign postings include Japan, Switzerland, Germany, and the Netherlands, where he represented Ecuador before international organizations in The Hague. Ambassador Bucheli is widely recognized for his professionalism, dedication, and commitment to strengthening Ecuador’s international relations and promoting cooperation, dialogue, and friendship among nations.
